The Clean Vehicle Assistance Program provides grants up to $5,000 and affordable financing to help low-income Californians purchase a new or used hybrid or electric vehicle. Our goal is to make clean vehicles accessible and affordable to all who qualify.
A rebate of up to $2,000 is also available for participants to purchase and install a home charger. CVAP cannot be stacked with Clean Cars for All.

Eligible Clean Air Vehicles (CAVs) receive discounts on all state-owned Bay Area toll bridges (but not the Golden Gate Bridge) and toll-free travel in express lanes.
All-electric and plug-in hybrid cars purchased in or after 2010 may be eligible for a federal income tax credit of up to $7,500. The credit amount will vary based on the capacity of the battery used to power the vehicle and the manufacturer of the vehicle.
The Clean Air Vehicle (CAV) program is administered by the Department of Motor Vehicles (DMV) in partnership with the California Air Resources Board (ARB). The program authorizes a qualifying vehicle that meets specified emissions standards to be issued a CAV decal to allow single occupancy use of High Occupancy Vehicle (HOV or carpool) lanes.
Note: For a vehicle purchased on or after January 1, 2018, the DMV cannot issue a CAV decal to an applicant who has received a consumer rebate through the Clean Vehicle Rebate Project (CVRP). An applicant whose gross annual income is above specified thresholds must choose between a CAV decal or a CVRP rebate.
The MCEv Vehicle Rebate Program is helping MCE customers to lower the price of new electric vehicles (EVs) for income qualifying customers with a $3,500 EV rebate (post-purchase). Both purchased and leased EVs are eligible. If you're eligible, your MCEv rebate application automatically creates your application to Clean Vehicle Rebate Program (CVRP). MCE can also help qualifying customers to combine this rebate with other incentives for a total discount of up to $19,000 for a new EV.
Peninsula Clean Energy – Drive Forward Electric
The Peninsula Clean Energy DriveForward Electric Program is making it more affordable for income-qualifying San Mateo County residents to purchase a used electric vehicle (EV) by providing a vehicle incentive up to $4,000. Only $2,000 can be stacked with Clean Cars for All.
